New Delhi, Nov 2: Though the government is considering a hike in minimum pay beyond the recommendation of the 7th Pay Commission or 7h CPC, the delay has left 4.8 million central government employees and 5.5 million pensioners irked. Unhappy central government employees sought Union Finance Minister Arun Jaitley‘s intervention for a hike in minimum pay beyond the recommendation of the 7th Pay Commission.
The central government employees appear unsatisfied with the National Anomaly Committee (NAC), which was formed to resolve all matters related to the anomalies in the implementation of the 7th Pay Commission‘s recommendations, and want Arun Jaitley to intervene, said a report. It’s been a year since the formation of the NAC but report on raising minimum pay beyond the recommendation of the 7th Pay Commission hasn’t been finalised, employees said. “Even after four months of implementation of the revised allowances, we are still awaiting a nod from the government for getting pay hike,” a union leader was quoted as saying.
Arun Jaitley had reportedly promised on June 30, 2016, to raise minimum pay of the central government employees beyond the recommendation of the 7th Pay Commission, but the government has failed to implement pay hike till date. “Since the Finance minister Arun Jaitley had promised to hike minimum pay after discussions with all stakeholders, efforts would be made to fulfil the same,” a Finance Ministry official was earlier quoted as saying.
The NAC meeting which was scheduled for October has been postponed. If media reports are to be believed, the meeting is likely to take place only after the elections in Gujarat and Himachal Pradesh are complete. The result of Himachal Pradesh and Gujarat will be declared on December 18.
The NAC may suggest hiking minimum pay to Rs 21,000 from Rs 18,000. Fitment factor will be raised to 3.00 times from the existing 2.57 times. However, central government employees are demanding for hiking minimum pay Rs 18,000 to Rs 26,000 and they are pressurizing to raise fitment factor 3.68 times from 2.57 times.
The government had approved a hike in salary and allowances as per the recommendations of the 7th Pay Commission in June 2016 and July 2017 respectively. The revised pay under the 7th Pay Commission was expected to bring some relief to the central government employees. However, the 14.27 per cent hike in basic by the 7th Pay Commission — the lowest in 70 years — left the central government employees unsatisfied.
